I dont know what this is. However, just a couple of possibilities.
14 may be 14 Signal Regiment. Many WRAC served there at the Boddington STRAD communications centre in the COMCAN Network. I could not find a coat of arms showing the emblem for Boddington, Gloucester or any of the other locations that the regiment was at. Blue can be a signals colour although usualy with white over blue. Perhaps someone else can add to this.
