It's the officers' Canadian manufactured collar badge.

I too read somewhere that the crossed arrows were worn on the maroon beret by some of the Canadian FSSF officers after the FSSF was disbanded. Here are some photos that I've kept over the years but don't remember where I got them from. The first photo is an individual by the name of J. C. LeGault and he is wearing a beret with crossed arrows. The second person in the group photo I have no identification on. The last person kneeling is a R. A. MacDonald.

Mike Reintjes posted an interesting repat photo some time ago, with a couple examples of the Crossed-Arrows used as a cap badge.

Looking through the photos at the FSSF Association website, it appears that Canadian Forcemen wore a vast array of headdress and cap badges, most choosing to wear the badge of their previous unit/Corps (a favourite photo I saw was one fellow wearing a First Hussars badge).

Perhaps those with no strong prior unit affiliation chose to wear the crossed arrows instead?

Several images in Ken Joyce's Crimson Spearhead show the crossed arrows worn as a headdress badge.
