Hi Andy
I purchased one about twenty years ago and I got rid of it a few years later. It is some modern day made thing(not a genuine pagri badge). They're well made and according to Colonel Hodges in his book I think he says something about them being worn on some form or other in barracks. I wish I'd kept mine now. Hang on to it.
Regards
Neil

Is it/was it worn on the red melton cloth cover of the ECM backpack carried on public duties?

Tim

As Tim says, have seen these being used in this manner, have searched for a photo to no avail but they were in use like this mid 80's onwards.

Stated in "British Army Badges" to be "Pouch badge 7 X 8.5 cm on backpack carried during parades in public places".
It appears to be as suggested by 'acorn.
