Bertram Louis Waters is one of the men in this photograph. I have no idea which so you may as well take your pick.

Qui est le Roi maintenant?

From his service papers it seems that Bertram Waters was in France between 22nd June and the 21st November 1916 when he disembarked for Salonika. He also served in Egypt.

Given that he does not appear to have been wounded in France it seems strange that he mislaid his plate. Perhaps it was left behind when the battalion moved out to go to Salonika.
