You may find that it's an earlier model helmet chinstrap. There just HAS to be a more knowledgeable tin lid guy on the forum who can answer you!

You don't mention it's size but it looks to me like a chin strap for possibly an earlier helmet........DJ.

not at home now to measure it but its about the length of a rifle sling ?
