Default German item: what is it ?

I have had this item many years and obviously German,made in Berlin, it came with some military items and looks like a cigar cutter but seems too small for cigars.
Much appreciated if anyone can positively identify it.

It is a cigar cutter from a Lignite Mine (Kraft) in Thräna, Borna, Germany

The writing on the side translates as "Lower Lusatian coal mines", according to the good old Google translator.

My guess is that it is more likely to be used for trimming the wicks in "Davy" type safety lamps or a miner's helmet lamp. Not too many cigars in a mine?

It produced bricquettes. The products were sold to households and factories.
The Zigarrenabschneider / zigarrencutter is a nice early pre WWI marketing gadget for zeppelin shaped cigars.
