I am trying to find out who this wing was issued to, the number is 0463. Wing number 0462 was issued to a Trooper Visagie; can anyone please assist?

Have you asked the Selous Scouts Association?

He was heavily involved in compiling the Scouts' wing roll.

He's not on the roll so that means the association doesn't know. The recipient would know but he may no longer be alive.
Not all of the records were updated towards the end. The record of issued wings after 0461 was not updated according to James MacKenzie which means you may never know.
