Reading the inscription of:
Razmak Camp
No 339
Cooly License
1932

There was a Razmak Camp in Wasiristan, India (now Pakistan).
A cooly was a locally-employed, unskilled, low-paid labourer.
It may have acted as a form of ID.

A coolie token/badge. A kind of dog tag. Still found in India and, I expect, Pakistan as well.
