Default 'B' class badge

Can anyone explain the significance of this brass 'B' class tradesman qualification badge with a shaped backing of black (not dark-blue) felt?

Do you mean what was the badge for, or,

why has it got a black backing?

The former is easy, the latter is impossible in my opinion.
