JT,
I would say the ribbons are for a WW1 Pair and they are early RAF. regarsd

An interesting photo.
Air Ministry Order 783 dated 16th July 1919 states that 'All fabric cap badges (eagle and ring surmounted by crown) are now obsolescent' which may help provide a date for the photo. Jon |

I'd say the first ones are early RAF. Hobart's book says the colour was mostly red (albatross etc).

In those uniforms, I would think certainly before 1925.

The lists of recipients of the war campaign medals were drawn up rather slowly after the war, and [unless the sergeants jumped the gun re. ribbons] I think any date before very late 1919 is unlikely.

They are RAF and the badge is gold wire with a metal eagle as they are SNCOs (Like Naval Petty Officer) They are also wearing an early form of the RAF Eagle shoulder flash.

The date would certainly have to be from mid 1919, as the sergeant on the right appears to wear the RAF brass cap badge, unlike his colleague on the left

Both the SNCOs are indeed on recruiting duty as you thought, jelly terror. Like the Army, coloured ribbons (usually red, white and blue) known as ‘tallys’ and worn for hundreds of years to indicate that duty are attached to their cap buttons.
