it intrigued me and in the end I offered less than the offered discount so got it. I cannot for the life of me read the Latin motto correctly on the buttons, but it must be a pukka outfit as the staybrite buttons match the badge except with the addition of the motto. I assumed school or college cadets but which?

Greater London South East Sector emblem is a Lion Rampant on a backgound of blue/white waves , so possibly one of their old detachments .....Greenwich ?

It does to me, it'd be interesting to know what organisation the cap belongs to.

With a bit of 'lateral thinking' I've come up with a completely "off the wall" suggestion !

Scottish Lion , crossed tridents , globe covered in water .

Quote:
Established in 1968, HMS Neptune is the land establishment at HM Naval Base Clyde responsible for providing essential services to the military personnel working and living at the site
The 'tridents' could also represent the Trident missiles on the subs based there.

The waves/water either the River Clyde or the subs covering the globe.

Nearest town to the base is Garelochhead.

This is not a serious suggestion , just a bit of fun .

.

It is indeed a tough one to ID.
The 'roundel' is a heraldic fountain:
https://en.wikipedia.org/wiki/Fountain_(heraldry)

"roundel barry wavy argent and azure"
