Default House of Commons Related Badge? Philip & Tacey

Found this looped badge this morning and wondered if anyone could give an exact identification please, from a Web search I believe it relates in some way to The House of Commons but cannot find an exact match. Maker marked to the reverse 'Philip & Tacey Ltd, London' and measures 36 mm at its widest point, The rear loops are very close to the badge surface so would be interested to know how it was worn and on what.

A quick Google shows Philip & Tacey Ltd formed 1902, still providing school supplies.

Dave, Leigh, Mike and Mark, thank you very much for the information, apparently this turned up at a House Clearance in London recently so ties in nicely with the identification.

I am more and more of the opinion that Rawlings got it wrong and it is a school uniform cap badge rather than military.

Alan,

Many thanks for that, the loops on this example are so close to the badge surface I cannot imagine them being attached to anything but the thinnest of material, perhaps another indicator it may not be Military in origin.

Indeed. The short loops are found on many school uniform badges but not on military ones.

Rawling's booklet has a number of incorrect attributions in it.
