Default Manchester connection?

Can anyone identify this badge, probably not military?

Its the bottom half of a Manchester City Police Helmet Plate.
Missing the very hard to find curved MANCHESTER scroll above it.

Worn upto 1936.

Quite a few UK police badge collectors in NZ, in addition to it being, for a great many years a retirement venue for expat. retired UK bobbies.
