Its an officers badge that has completely lost all its gilt (or even bronze) finish.

Strange in that it does not appear to be an officer quality badge at all, but die struck OR with blades. Are there any traces of gilt in the nooks and crevices? Normally blades would be fitted on the scroll, not where they are on this badge.

Yes, I think that it is an OR badge which has has it's loops removed (from the reverse of the scroll) and crude blades affixed !
I have a similar (KLR) badge who's slider has been cut off, attached thin blades and "painted" a dark brown / black - in order to present a OSD badge !! Either a "commission in the field" or just been messed with ! |

No signs of gilding or bronzing, also no sign of a slider or lugs being removed. May remain a mystery.

Just my opinion but I associate those type of blades with pagri / pugaree badges, so possibly a conversion in India?
