Bonjour jeanpit. The motto means...To be, rather than to seem.(etre, plutot que paraitre). I doubt very much it is a military badge, more likely a family crest.

Je ne pense pas que ce soit un insigne militaire, plutot un embleme familial quelconque.

Regards
Salutations
Jo

Default Found etc.

Your motto is to be found on the Great Seal of North Carolina - beyond that I regret that I can't shed light on the badge. Kind regards. David

I'm sure is a Scottish clan badge, and an obscure one at that.

not in the list but it's incomplete anyway, there are stacks of 'em

From my book, 'Mottoes and Badges' of unknown date, the following used this motto.
Earl Brownlow, Earl Winterton, Lord Lurgan, families of Bourne, Bower, Bunbury, Couts, Croft, Maitland, Sherrif, St Paul and Woodcock.
It is a quotation from Sallust, said of Cato, 'Esse quam videri bonus malebat'. It was his aim to be, rather than to seem, a good man.
