Default Banstead & Reigate

I know this badge is connected to Banstead & Reigate somehow. Instinct tells me it's civilian. However, could it just be some obscure military unit. I'd be very pleased if anyone can help.

It is the badge of the Old Reigate Borough Council and probably worn by a council employee in an official capacity. The same design and motto was also used by the Reigate Grammar School.

Many thanks. I was quietly hoping it might be a WW1 Home Defence Unit, but it looks like the Borough Council will have to do.
