I have had the centre badge (3 Lions) in my unknowns since 2008, it was in my unknown album for months with no results, so it was removed.

Top right, quite possibly something to do with The City of Westminster, London.
The Portcullis is an integral part of a lot of their insignia, including Military badges.

As an afterthought, could top right possibly refer to Home Office?
