Default unidentified small wm KC

I believe that this small (16mm) wm crown may be connected with Police or Dockyard Pol/Constabulary. on its own it may be associated with rank insignia but the inclusion of a single rear loop at the bottom tends to indicate that it may form part of at least a two-piece badge (similar to the RC of Sigs badge held in position by a shaped back plate)
Possibly some of the Police collectors may have come across this size and type of Crown?
