Default Exeter, Devon Home Guard Shoulder Title?

I have come across a metal pair of shoulder titles in my collection, that would seem to be from the 1st (Loyal City of Exeter) Battalion, Devon Home Guard. No.3 (C) Company. However, my limited knowledge of the Home Guard has always led me to believe that all such titles (Excluding metal 'H G' ones) were made of cloth.
I am a resident in the west of the Exe area of Exeter (St Thomas) and my research indicates that No.3 (C) Company covered St Thomas to Cowley Bridge, along the River Exe.
Are these Home Guard shoulder titles?. Or do they come from some other Battalion?.

I would say Edwardian period Cadet?

I would agree with Rob, C on shoulder titles normally = Cadets. Unless there is some documentary or photographic evidence the HG wore this configuration personally I think Rob is right.

thanks for the prompt replies. Having now looked at cadet titles for other areas of England, I think that you are both correct.
