Default RAN Dockyard Police Question

Please find attached images of a Royal Australian Naval Dockyard Police cap badge made by Stokes, Melb. Was this ever worn on the peaked cap or was it made to be worn on a beret? It has three pins on the rear and clips. Trying to close my research on this chapter.
Regards, Harry Wynne
