The medal ribbon line is a red herring. The most reasonable and logical explanation is that it's a collar mounted on the regtl colours.

Definitely a red and not an orange herring?
The ribbon doesn't appear to be a medal ribbon, the green strip looks like it's sewn on to the white and red strip.
