Default Honi Soit Qui Mal Pense - Chepstow

I thought this was probably a UK Military badge but cannot identify the Crest in the centre. The Chepstow is probably a clue, but not for me...Anyone ID please?

Riding Crop + Chepstow, some sort of horse racing tiepin.

The central device may indicate a government department?

Believe the Crown, portcullis and shield form part of the Coat of Arms of Chepstow and is used in a number of related badges, ie Rugby Club etc, coupled with the riding crop on the badge I wonder if it relates to Chepstow Racing in some way.

The crest is that of Chepstow although their motto is different, coupling that with the riding crop I'd suggest a souvenir of Chepstow Racecourse, or possibly a local riding club or hunt.
