Default Unknown Formation Sign

Any help on this will be appreciated. From a collection of mixed British and British India signs. Have used all my normal searches and found nothing looking close. The color is more red than the photo shows... thoughts??

The only thing that comes to mind is that, in British/Commonwealth military heraldry, the torch - I assume that's what the middle device is - symbolizes an education or training function. A Gunnery school? Just a thought.

Thank you both for the input. I had thought in terms of the torch/training connection however the crossed arrows has thrown me. Here in the US the arrows crossed relates to Special Forces but in this case there is nothing similar that I can find.

The nearest I can find is this one for a Machinist of the Royal Netherlands Navy WW2, but I can't find it without the crown either in gold or red. In red they used crossed torch & arrow for Fireman Oiler and crossed torches for Fireman 1st class.

Indeed Dutch, other ranks Machinist 2, worn from 1956 to 1978.
