At a guess - a yacht club's, in some area with a thing for the Tudors.

Not regular navy and I do not think Merchant I would go with a Yacht club and the clue could be in the flower, could it be a county device? Hampshire?

yes it is CPO wren badge how about a guide or museum type badge for a naval base? It is not devonport do they wear anything in Pompey?
