Default Cap Badge N.A.C.B. initials

Today a badge lot arrived and included with various British and Canadian items was a badge which baffles me. It has a King's crown over what looks like a medieval ship with oars. A scroll at the bottom features the letters N.A.C.B, There is no maker mark on the reverse, and the lugs are flat and positioned oddly close together.
I am unable to send a photo but hope that someone might be able to clue me in to just exactly what this badge is.
