Set Of White Metal Numerals

Hi,
Found these while clearing my desk out. I have had them a while, they came with a number of items, mainly badges a number of years ago.
They are a heavy gauge white metal approx 28 mm tall and 2.5 mm thick with 2 x loop fastening.
Does anyone know what they are or what period they relate to?

They could be police related. Its a great shame that whoever has mounted them on the card has bent over the lugs. An attempt now to correct that would probably result in a few snapping off. Very old!
