Toronto Scottish badge backing

I found this photo on an Italian website of some sort. I have been building a database for years about who wore what tartan backings behind Canadian Badges. It's a messy subject. Just by way of clarity, does anybody know what officialdom had to say about the black patch behind Toronto Scottish badge? I seem to remember once hearing a black patch was approved "pinked around the edges with pinking shears". One other chap emailed me with a picture of himself wearing a patch behind his own badge in the 60's or so. Then, I have heard from many others saying it was all hogwash and they never wore a black patch, the regimental tartan being hodden gray. Well, I don't think they wore a hodden gray patch at all.

Can anybody help me with this perhaps with a reference to dates. I am offering many other tartan patches on ebay but I have to clarify this before I offer TO Scottish black patches as well.
