Default Elephant's Head

Hi, Got this in a mixed lot recently and wondered if you clever people out there can identity it. I am of the opinion that this may be Indian due to the red/black/red bars. It is printed on quite thin drill with folded and sewn edges. Thought at first this was a repro but a lot of time and effort have gone into this.
