Default What's this & from when ??

Hi All, Can any of our Navy experts help with this, I picked it up today, who wore it & when, the top part is very similar to the Howe cap badge, thanks, Wilf.

I think this a ( British ) Merchant Navy cap badge.

British Merchant Navy - Petty Officer. The Officer badge, still in use today, has a oak leaf wreath.
