Default Any ideas ?

Any idea what this is ? I suspect it may be Civil Defence of some sort. It is numbered on the back which suggests it was probably a semi official badge. The part above the naval crown looks to be a cross fouled with a rope.

Any help would be appreciated. I may sell on if it is not naval.

Southport as indicated by others. Contrary to what some dealers say, the badge dates from the 1960's NOT the 2nd WW. Hope this is helpful.
