Default Black Watch Badge - 42mm X 32mm - "Proper" Badge or OCA or Sweetheart?

This arrived today, design as per the QEII "cap" badge, but only approx. 42mm X 32mm.
It could be an OCA lapel badge or a sweetheart but it has two brass lugs as fittings which doesn't seem likely for those.
Could it be a cantle badge or similar?
Can anyone help identify it's purpose please?

Perhaps part of a waist belt clasp? The size and flat lugs suggest it.

Thank you, that looks like it, I didn't consider a belt plate badge as the lugs are so short and thin.
