Default W.O.W! Shoulder titles

Hi Gents,
This ones gut me stumped! It is a white metal shoulder title with W.O.W on it with a pin fitting.
Also blackened buttons with crossed axes with the letters U.R on the top and on the bottom W.O.W.
Probably not military but still unusual items. Would like to know what they are!
Many Thanks in advance.
Colin

Hi

I would suggest American but possibly also Canadian (those crossed axe buttons lead me to think of some lumber workers, vital in both WW1 & 2).

As I write this, I'm thinking "I'm a lumberjack and I'm OK...."

Would the maker's mark on the buttons help to date them?

On a serious note, many of the US titles I've seen have those curious squared off letters.

OK, so that's a "no" to any maker on the buttons BUT the pin-back fitting to the titles is the same as my pair of ARC (American Red Cross) titles....

While the letters fit I'm confused by the crossed axes ?

My first thought was firefighting or forestry .
