Default Military or Civilian?

I've been helping my best bud with organizing some of his family's military items. We've done shadow boxes with his Grandfather's, father's, and uncles decorations and history. Amongst the bits and pieces is this cloth badge. Now, either it's a school blazer crest from the east coast or it's a military shoulder badge. I couldn't find something matching in my searches for Canadian military unit badges. Any thoughts or a direction any of you can point me in would be most appreciated.

A link to IWM here - interesting comment about a version of the badge with a very dark blue or black cross possibly worn by Canadian troops , I didn't know that.

Thank you all, but you'll note the blue dots around the border of the badge in the original posting. It's a bit of a head-scratcher, eh?

I'm not sure that the blue dots are part of the design. I've seen a fair few military printed badges of late with similar dots - that almost certainly indicate a 'sewn line' etc, as shown below.

You're right, of course (you know that though) the blue dots are to indicate where to fold the edge of the badge under when sewing to uniform or lines for stitching to follow.
I wasn't aware that they were being questioned, they appear on most if not all printed badges.

Dashes = Cut here.
Dots = Fold and sew here.

To all of you, a big "thank you!". We are doing up shadow boxes to display the decorations and wartime insignia of his relatives who served in WWI and WWII. My buddy's people were all Scottish heritage from Nova Scotia and I know at least a few served in the West Nova Scotia Highland Reg't. This badge was among the bits and pieces belonging to an uncle who was a particularly intelligent individual who'd won several high awards for academic excellence. My mate is pretty sure he was selected for special service in the military but in exactly what capacity, he's unsure. It could have been Elint or something similar.
