Default Looking to ID this Navy rate

Hi Guys,

Does anyone happen to know what this navy rate is? Suspect its RN or RAN.

Also can anyone recommend any good reference website about Navy rates? I'm not able to find much on google.

I would have said Ships Safety Personnel as it looks like a fire hydrant.
