Default unknown Naval Buckle

any ideas what this buckle might be?

I have a button to match. I had it labelled incorrectly as Tilbury Docks Police, it was IDed correctly as belonging to a merchant navy shipping line. I obviously forgot to alter my description and now can't find the thread that IDed it.

Tilbury Docks Police was only established 28th February 1992, before that it was part of the Port of London Authority Police, which wa siktself established in 1909.

I don't see the buckle or similar crest in the online gallery at http://www.pmcc-club.co.uk or in PeterClarks comprehensive work Police History of England and Wales (2021 edition)
