Default Hallmarked 5 stamps

I got two plated toast racks the other day but they have Hallmarks I cant see any EPNS marks there is a number on the bottom of each rack 6231. Any help on Maker date plated or not ect greatly received

If they are plated they aren't hallmaks.

I think they may be Indian made ? not sure just a suggestion from another group
