Default Unknown Bullion Signals Pakistan or India.

Hello All, here is an unusual bullion signals badge with an unusual star above.
Could this be an Indian badge, or maybe Pakistan?
Jimmy isn't standing on a globe, it has the motto Certa Cito, but what is that funny device in the star?
I have looked at Chris Walker's great web site, he has one slightly different, in that Jimmy is on a globe, the scroll is different and the star is a normal star.

Any help would be gratefully appreciated.
