Default UNKNOWN SHOULDER BELT BUCKLE

I am having some difficulty trying to identify a buckle. The National Army Museum tell me it's not military and probably from a shoulder belt.

The Standers are those of Henry VII, whilst the Royal Crest of that used between 1816-1837.

Any ideas or suggestions?

A waist belt clasp surely - not a shoulder belt plate.
