Rob, you are right, it is Czech Republic.

Why two tails on the lion? "The lion was at first represented with one tail. Later a second tail was added, for the help provided by the King P?emysl Otakar I fighting the Saxons (Beware - this is just a legend (from Dalimil's chronicle)). "

Could it be part of the Bohemian crown jewels? also called the Czech crown jewels. After 1918 and the establishment of the Czechoslovak Republic the Crown Jewels ceased to serve their original function, but remained important as symbols of national independence and statehood.
