A tentative shot in the dark; probably completely wrong, had a quick peruse on t'interweb thinking they may be Canadian:

Victoria and Haliburton 109th Battalion.

Or what about personalised for somebody with VH as initials.

Thanks! Interesting hypothesis, Brian. You might be on to something, as I located a pair of s/t’s for the 109th, and sure enough, “V&H” is how it’s addressed in that application.
