Default 42 CEF glengarry

42nd CEF Bn officers glengarry.
The badge is the ORs pattern but die struck in silver with a gilt wash over the thistles and oval, the lugs are also silver. Can anyone identify the maker? also is that the date below the trademark the number looks to be 1313?

the regiment used scully's located in Montreal. I have been "told" that Birks might have made officers cp badges as well. There should be a stamp mark on the back

I have checked the reverse there is no mark.
