Default Crossed arrows and silver base but what is it ?

The top of the enamel shows the crossed arrows and there are three symbols underneath that I can't make out what they are meant to be.
The base plate is hallmarked silver.
I don't think it is military but can't find it after ages spent googling.
Any help appreciated

may be a watch chain fob. The 3 wheat sheafs may suggest a Sheffield connection.

Certainly Sheffield linked but no inscription on the back, a nice solid piece.

Birmingham, 1903, J.W.T into three circles
J W Tiptaft & Son Ltd .

Sometimes see these as "tribute" or "welcome home" medals. The town or city crest is used but affixed to a gold or silver "dangler".

Vaughton & Sons seem to have cornered the market on these but Gaunt also got a fair share of the pie.

I have a WW1 one for Newcastle Emlin (Wales) with a scene of the castle depicted and then the reverse engraved in Welsh.....

Have had it translated but sadly it just comes out as, more or less: "In recognition of the good work done for the mother country 1914-18"

No name of an individual.
