Default "CR" shoulder title, which unit.

Picked this up in a lot of British and Canadian badges and ephemera recently but I am having difficulty figuring out which unit it represents. It is not Canadian that I can determine, and though I have a ordered a copy of Westlake I do not have one currently. Can anyone throw light on this for me. Thanks.
