Default RHC Pipers?

This picture taken on Jan 2nd 1965. Is it RHC or BW both of whom were touring North America at that time?
The PM wears on his baldric the St Andrews badge of the 1st Admin Bn Aberdeenshire RV 1860-80? See example below. He wears the rectangular plate with St Andrew sporran badge center at his waist.
See example below from my collection which up untill now I thought was a civillian item.
He also wears what I think is the Africa Star along with another medal which I cant see enough to identify. Does anyone know the name of the PM of RHC in 1965?

I think they are RHC, I am sure the bagpipes of the BW were Government (BW) Tartan
