Default US marksman ribbon (?)

The attached medal ribbon follows the style of US marksmanship ribbons and is in fact manufactured in the typical American fashion, utilising an open-backed metal bar.
However, I am unable to identify. Any help will be much appreciated.

This is a U.S. NAVY ribbon its the navy medal for proficiency with great guns

I think its obsolete I had a look and cant find on the list of government issue
medals
