What I would like to know is simply, was this common practice within the regiment at a particular point in time, or, is the wearing of a collar, as a cap badge, peculiar to the odd individual officer?

I doubt this is a serving officer in the Regiment. Besides the badge, the cap and tunic are odd and the subject himself looks a bit long in the tooth (or moustache).

I suggest this might be a long-serving Quartermaster or Riding Master early 1900s.
