Default 19th Century 17th Lancers Buckle?

Can anyone help identify when (abouts) this is from? Late 19th century?
Also, what exactly is it? A buckle of some kind?

I could be wrong but I'm pretty sure this is a modern fashion item worn by punks, bikers, and the like.
