Question Help Wanted - Boer War badge?

Hi - My first post so please go easy It would be great if somebody could enlighten me on this badge. It was my Father-in-Law's but I do not know anything of its history. I believe it could be South African and possibly something to do with the Boer War. The letters 'S.A.' are present on the wings of the featured bird and the inscription below reads 'LEGIS PLENITUDO CARITAS'.
I hope someone in the forum can throw some light on this.

'Heathfield House High School' badge, depicting the "Pelican in her Piety" a symbol of self-sacrifice and motto "Legis Plenitudo Caritas" (Love is the fullness of the law).
