Scottish Pipers Badge

I picked up 2 of these at the car boot sale this morning. Clearly they are Scottish. The vendor said he thought they were something to do with pipers. Maybe they are civilian. They only measure 15mm from top to bottom. Wonder if anyone knows what they are.
