Could someone please tell me what this Buffs badge is, and period?

It's not "Buffs", but the centre part of a helmet plate centre for the South Wales Borderers.

Default Cut out badges

Some VTC units used cut down line Regiment badges as insignia before the issued badges came. I have Northampton and Norfolk badges which have been credited as VTC.

It is possible that helmet plate centres could well have followed the same course.
